Restraint and Seclusion Data
The State of California Education Code (EC) 49006, as well as Assembly Bill 1466 requires that Local Educational Agencies (LEAs) report annually on the use of behavioral restraints and seclusion for students enrolled in or served by the LEA in the prior school year.
Existing law limits the use of restraint and seclusion by school personnel. Restraing and seclusion are safety responses to be used only in the most serious of situations when the risk is high, and all other interventions have proven ineffective. It’s crucial to understand that these are not behavioral or therapeutic interventions, and they must never be used for discipline, punishment, retaliation, or the convenience of personnel, contractors, or volunteers of the public education program. The use of any action designed for the primary purpose of inflicting harm upon a student in a public education program is stricly prohibited.
Glendale Unified School District’s Restraint and Seclusion Data can be found on the CDE website.
The report includes information on:
- Mechanical Restraint: Use of a device or equipment to restrict a pupil’s freedom of movement (with exceptions).
- Physical Restraint: A personal restriction that immobilizes or reduces the ability of a pupil to move his or her torso, arms, legs, or head freely (with exceptions).
- Seclusion: The involuntary confinement of a pupil alone in a room or area from which the pupil is physically prevented from leaving.
