GUSD, GTA, CSEA and GSMA Unite in Support of California’s Proposition 3

Resolution No. 15, officially approved by the GUSD Board of Education on September 8, brings District leaders, teachers, classified employees and administrators together in support of maintaining existing tax rates that help fund California public schools
If Proposition 3 does not pass, approximately $8-$24 million in annual funding for GUSD could be at risk beginning around the 2031-32 fiscal year
GLENDALE, Calif., September 16, 2026 — The Glendale Unified School District Board of Education, Glendale Teachers Association (GTA), California School Employees Association (CSEA) Glendale Chapter No. 3, and Glendale Schools Management Association (GSMA) have joined together in support of Proposition 3, the California Children’s Education and Health Care Protection Act of 2026, which will appear on the November 3, 2026, statewide ballot.
Resolution No. 15 in support of Proposition 3 was approved unanimously by the Glendale Unified Board of Education during its September 8 meeting, following separate approval by GTA, CSEA Glendale Chapter No. 3 and GSMA. Together, the four organizations are formalizing their support based on the anticipated impact on funding for public education, students, employees, educational programs and essential public services. If Proposition 3 does not pass, approximately $8 million to $24 million in annual funding for GUSD could be at risk beginning around the 2031-32 fiscal year. According to the California Legislative Analyst’s Office, Proposition 3 is estimated to maintain approximately $5 billion to $15 billion annually in State General Fund revenue, and roughly 40 percent of that would support California public schools and community colleges, with the remaining revenue supporting health care, reserves and other state programs.
The joint action reflects the organizations’ shared commitment to providing all students with access to high-quality educational programs, qualified teachers, classified employees, administrators and other staff, safe and supportive schools, and the resources necessary for academic achievement and student well-being.
“This resolution represents something important for Glendale Unified: our Board, teachers, classified employees and administrators standing together for our students and the future of public education,” said Glendale Unified Board of Education President Kathleen Cross. “We know that strong schools depend on stable funding, and we are united in supporting the resources our students and employees need to thrive. We are honored to join our partners in this important effort and speak with one voice on behalf of our students and schools.”
If passed, the measure would permanently maintain the existing income tax rates on individuals earning above specified income thresholds that were approved by California voters through Proposition 30 in 2012 and extended through Proposition 55 in 2016. Proposition 3 would not change the existing tax rates or income thresholds. Without voter approval, the existing rates are scheduled to begin expiring in 2031.

"Classified employees are essential to every part of the school day, from welcoming families in school site front offices to providing nutritious meals, maintaining clean classrooms, and supporting educators in the classroom,” said Xavier A. Marchan, President of CSEA Glendale Chapter No. 3. “They also keep our school district running seamlessly behind the scenes—managing crucial central operations at the district office and Facilities Planning & Maintenance. Stable and dedicated funding is critical to protecting these vital services and the dedicated workers our students and schools depend on every single day."

The resolution also affirms that the action represents the official policy positions of the participating organizations and does not authorize the use of District funds, employee work time, District communications systems or other District resources for campaign advocacy or electioneering.
